A lot of people, including me, have had a bug where when you meet Herbert you get his stamp but it won't let you get his background or add him. It turns out, If you email CP about it, they check your account to see if you have the stamp, and if you do, they give you his BG! Look!

Thanks for writing in! I understand you had some troubles collecting Herbert's background and adding him to your Friends List during Operation Blackout.
I would be happy to help you with this. Upon reviewing the account details for 'Woddylan', I can see you were able to collect Herbert's stamp. Therefore, I've gone ahead and added his background to your inventory items. The next time you log on, this background should be with your others!
In regards to adding Herbert to your Friends List, please know we can't actually make any changes to your list from our end. Therefore, we won't be able to add Herbert to your list. Operation Blackout is still scheduled to be on the island for the next few days though, so hopefully you'll waddle into Herbert again so you can send him another friend request. Feel free to let us know how it goes.
